WW6502 - Executive Level 1 – Classification Manager, AR-DRG Development - (Full-time) - Independent Hospital Pricing Authority, Sydney, NSW

The Independent Hospital Pricing Authority (IHPA) was established in December
2011 as part of the National Health Reform Agreement. IHPA is independent of Commonwealth, state and territory governments and is governed by the Pricing Authority, which is primarily responsible for the proper and efficient performance of IHPA’s functions.

The AR-DRG Development Section has responsibility for the management and ongoing refinement of the Australian Refined Diagnosis Related Groups (AR-DRG) classification system. The AR-DRG classification system is used to group admitted episodes of care. AR-DRGs underpin activity based funding and provide a basis for analysis of hospital outputs which can be used for a range of clinical, financial and administrative purposes. AR-DRGs are underpinned by a diseases and interventions classification system:

  • International Statistical Classification of Diseases and Related Health Problems, Tenth Revision, Australian Modification (ICD-10-AM)
  • Australian Classification of Health Interventions (ACHI)
  • Australian Coding Standards (ACS); collectively known as ICD-10-AM/ACHI/ACS.
  • The AR-DRG development section is responsible for developing and managing the classifications comprising the AR-DRG classification system, including development of new AR-DRG versions, classification materials and supporting components.
  • This position manages the acute classification work program and oversees all components of the classification development process associated with the AR-DRG classification system.



Duties and Responsibilities:

This position oversees all components of the classification development process associated with the AR-DRG classification system.

This includes but is not limited to:

  • Managing the development of the AR-DRG classification system (including both ICD-10-AM/ACHI/ACS and AR-DRGs) and associated system components.
  • Planning, managing and reviewing projects established to refine and develop the AR-DRG classification system, relevant data set specifications, coding and business rules for activity based funding implementation.
  • Providing advice and support as required to other sections in IHPA, IHPA’s advisory working groups and national and international stakeholders on matters relating to clinical classifications, data set specifications, clinical coding and business rules.

  • Governance: apply IHPA’s governance framework ensuring its internal control measures such as risk management, delegations, compliance, finance, HR, workplace health and safety and ICT are managed effectively.

Desirable Experience

  • Qualifications in Health Economics, Health Information Management, Programme Management, Project Management, or other relevant qualification will be an advantage.
